This is general information, not legal advice. Rules change; the regulator for tobacco and nicotine products in the UK is the Department of Health and Social Care, with enforcement by Trading Standards.
Why tobacco snus is banned
The UK banned the sale of oral tobacco in 1992 under the Tobacco for Oral Use (Safety) Regulations, a few years before the EU-wide ban in the Tobacco Products Directive. Sweden negotiated an exemption when it joined the EU in 1995; no other member state has one. The UK kept the ban after Brexit, so nothing changed for snus in 2021.
The ban covers sale and supply. Buying for personal use, carrying it, and using it are not offences, which is why British visitors to Sweden routinely bring cans home. Ordering tobacco snus online from a Swedish store to a UK address is a sale into the UK and therefore not legal; parcels are liable to seizure by Border Force. Most reputable Swedish retailers refuse UK orders for tobacco snus for this reason, and ship only nicotine pouches.
Nicotine pouches: legal, and newly regulated
Tobacco-free nicotine pouches fell into a gap for years — not tobacco, not medicine, not covered by vaping rules. They were sold under general product-safety law with no age limit in statute (retailers applied 18+ voluntarily). The Tobacco and Vapes Act closes that gap. For nicotine pouches it:
- sets a legal minimum age of 18 for sale;
- bans advertising and sponsorship in the same way as vapes;
- gives ministers powers to regulate flavours, packaging, point-of-sale display and nicotine strength, and to require product notification;
- allows the strength cap and flavour rules to be set later by regulation — at the time of writing no strength cap is in force, which is why 20–50 mg pouches are legally on sale.
Expect the detailed regulations to arrive in stages. When a strength cap is set, extra-strong products from Pablo, Siberia, Killa and similar brands are the ones most likely to be affected; we will update this page and the strongest pouches ranking when that happens.
Bringing snus and pouches into the UK
From Sweden or any non-UK country, you can bring tobacco snus for your own use within the personal tobacco allowance (250 g of tobacco products from outside the UK; snus counts as tobacco). Nicotine pouches are not tobacco and have no specific allowance, but very large quantities may be questioned as commercial. Neither can be posted to someone else as a gift for resale.
Ireland and the EU
- Ireland: tobacco snus banned (EU rule); nicotine pouches legal, with age limits and advertising rules being tightened.
- Sweden: both legal; pouches are regulated as “tobacco-free nicotine products” with an 18+ age limit and packaging rules.
- Netherlands and Belgium: pouch sales banned (2023 and 2023 respectively).
- Germany: pouches classed as a novel food and not approved for sale, though enforcement is uneven; many Germans order from other EU countries.
- Denmark, Finland, Estonia, Czechia and others: legal with varying strength caps (Denmark and Finland cap nicotine per pouch).
Each store on PouchHunters lists the countries it ships to on its retailer page; that list reflects the store’s reading of the local law.
Frequently asked questions
Is snus illegal in the UK?
Selling tobacco snus is illegal and has been since 1992. Owning and using it is not an offence. Tobacco-free nicotine pouches — what most UK shops call snus — are legal to sell and buy.
Can I order snus online to the UK?
Not tobacco snus: a sale to a UK address is illegal and parcels can be seized. Nicotine pouches can be ordered legally from UK and EU stores that ship to the UK.
How old do you have to be to buy nicotine pouches in the UK?
18. The Tobacco and Vapes Act makes this a legal requirement; online stores verify age at checkout or delivery.
Will strong nicotine pouches be banned in the UK?
The Act gives ministers the power to cap nicotine strength by regulation. No cap is in force yet. If one is introduced, extra-strong products (20 mg+) are the likely target.
Can I bring snus back from Sweden?
Yes, for personal use, within the UK tobacco allowance of 250 g from outside the UK. Nicotine pouches can also be brought in.
